Charles J. Hurley was appointed as Police Commander for the Miami-Dade Schools Police Department in August 2005. Born and raised in Miami-Dade County, Commander Hurley began his law enforcement career in 1995 with the Miami-Dade Schools Police Department, where he now serves as the Executive Assistant to the Chief of Police and commands the Department’s Special Response Team.

Commander Hurley has received over 30 commendations, recognitions and awards, most notably the Gold Medal of Valor, three (3) Life Saving Medals, Purple Heart, Officer of the Year and two (2) Officer of the Month Awards. He has also been nominated for two Law Enforcement Officer LEO Awards.

Prior to joining the profession of law enforcement, he served honorably as a Corporal with the United States Marine Corps in a Special Operations Unit, and is a proud veteran and recipient of several awards and decorations to include the Combat Action Ribbon, Navy Unit Commendation, Kuwait Liberation Medal and Good Conduct Medal. He was stationed at Camp Pendleton, California, and served nearly three years of a four year commitment overseas.

Since 1989 Chief James Kelly has managed law enforcement for The School District of Palm Beach County Florida. The Palm Beach County School District is the nation’s 11th largest School District with a student population of over 170,000 students. In addition to overseeing 170 sworn police officers and 81 non-sworn employees, James Kelly has held various professional executive positions including Chair of the Region XII Training Council for the Criminal Justice Standards & Training Commission, Chair of the Palm Beach County Law Enforcement Planning Council and President of the Palm Beach County Association of Chiefs of Police.

James Kelly is a member of the Florida Bar and is licensed by the Florida Bar, Federal Bar, and the U.S. District Court.

Kim Williams
Assistant Director, Prevention Center in the Department of Safe Schools
School District of Palm Beach County


Kim Williams, the Assistant Director of the Prevention Center in the Department of Safe Schools in the School District of Palm Beach County, has been a prevention specialist for over 25 years. She sits on the state Safe and Drug Free Schools (SDFS) Advisory Board and was acting chair for four years. Kim oversees numerous initiatives, grades K-12, such as: Character Education; Too Good for Drugs; Student Assistant Teams; Alternative to Suspension; Red Ribbon; Brown Ribbon; Student Empowerment Groups; and Community Agency Partnerships. She is passionate about providing a safe and nurturing environment for students free of alcohol, tobacco, other drugs and violence.



Jason Anderson
Since 1998, Anderson has served as the Deputy District Attorney in San Bernardino County and has been a prosecutor in the "Crimes Against Children" unit since 2002.
